Abstract
With their access to various policy instruments and the responsibility in social development, Norwegian municipalities and county authorities are important players in the green transition. In recent years, the Norwegian government has launched a national strategy for green competitiveness and compiled roadmaps from various sectors. There is however still a lack of an operationalizable platform with good, measurable and relevant indicators to steer green business development in the municipal sector. The project "Roadmap for Green Competitiveness in Norwegian Municipalities and Regions" is built upon the assignment "Mapping the Green Competitiveness in the Trondheim Region" recently carried out by SINTEF. The main goal is to define a future-oriented set of indicators that can provide an increased understanding of the connection between business development and the goals for greenhouse gas reduction and sustainable development. The project work includes the following activities: 1) Define which indicators are relevant for Norwegian municipalities and county authorities 2) Test operational measurement and validate the indicators in the partner municipalities and county authorities of this project 3) Develop methodology and models to forecast the development of the indicators towards 2030 4) Estimate the effect of policy instruments on indicators and ripple effects The project's partnership covers different government levels, different municipality sizes and two geographic parts of the country (Trondheim, Bergen, Stjørdal, Bjørnafjorden, Trøndelag, Vestland), and SINTEF is the research partner. The results will provide a unique opportunity for comparison and benchmarking. Realization of the innovations will lead to new methodologies and working methods for the project partners. The project is intended to be a national pilot. Knowledge and experiences will be actively disseminated through national and regional networks both during and after the project period.
