Abstract
The project examines the interaction between international and EU environmental institutions. Such interaction affects the effectiveness of international and EU environmental policy-making. The core of the project is made up of twelve case studies analysing inter-institutional conflicts and synergies generated or suffered by a) five important international environmental regimes (climate change, biodiversity, protection of the North Atlantic, High Seas fisheries management, CITES) and GATT/WTO, and b) six important European environmental directives (habitats, water framework, IPPC, air quality framework, environmental liability and deliberate-release directives). Of particular concern will be the vertical interaction between international and EU instruments. Case studies will rely on a common theoretical concept. Their comparative evaluation will produce generalised knowledge on institutional interaction and specific policy recommendations.
